A Note From Our Director
Thank you for your enduring commitment to opening your heart and home. Thank you for providing love, support and encouragement to our most vulnerable children. To match your commitment, I want to share with you my pledge to you as the Director of Foster/Kinship Care Education here at Pasadena City College. I pledge to continue to be a source of information and support in these changing times.

Many of you are aware of the Continuum of Care Reform (CCR) to overhaul the foster care system which includes the new Resource Family Approval Process (RFA). With this knowledge, comes a level of uncertainty and concern. To help you better manage the upcoming changes, I offer these resources in addition to our regularly scheduled renewal hour and certificationclasses:

1. Monthly workshops to address your concerns about RFA
2. Workshops to support your wellbeing as a caregiver as you are managing change
3. The addition of more options for days and times to attend classes
4. Offering the certification classes needed for those who will be required to recertify under the new RFA
​
As a reminder, our workshops and trainings are designed to provide information and resources and not to serve as a support group. However, we are hosting two specific forums to address this need:
​
1. Starlight Foster Parent Association
Every 4th Monday (9:30am to 11:00am—meeting and 11:00am to 12:30pm– training hours)
​
2. Pasadena Unified School District’s Foster Youth, Guardians, Parents and Advocates Council
Every 3rd Thursday from 11:30am to 1:00pm (lunch is provided). Take advantage of this direct channel to the school board and administration as an opportunity to voice your concerns and advocate for the educational needs of your child.
​
All classes, workshops and forums are held at the PCC Community Education Center (CEC), 3035 East Foothill Boulevard, Bungalow #5, Pasadena, CA 91107. Parking passes are available from the instructor.
​

Resource Family Approval Program (RFA)
RFA is a new family-friendly and child-centered caregiver approval process that combines elements of the current foster parent licensing, relative approval, and approvals for adoption and guardianship processes and replaces those processes. RFA:

Is streamlined and eliminates the duplication of existing processes.

Unifies approval standards for all caregivers, regardless of the child’s case plan.
-
Includes a comprehensive psychosocial assessment, home environment check, and training for all families, including relatives.
-
Prepares families to better meet the needs of vulnerable children in the foster care system.
-
Allows seamless transition to permanency.
The RFA and the Quality Parenting Initiative (QPI) support the Continuum of Care Reform (CCR).
The RFA process improves the way caregivers (related and non-related) of children in foster care are approved and prepared to parent vulnerable children, whether temporarily or permanently.
